The subject is generally tropical medicine; diseases discussed include leprosy, dropsy, kala-azar, beri-beri, cholera and malaria, with particular emphasis upon leprosy. Worth individual notice are MSS.1456, in which Cantlie describes a case of blood poisoning that he acquired in the dissecting room at Charing Cross Hospital; MS.1459, commemorating the military surgeon Paul Bennett Conolly (died at Khartoum on the Gordon Relief Expedition of 1885); 1461, 1466 and 1463, two diaries and a cashbook respectively to do with his Hong Kong medical practice; 1469, a fragment of a register of patients in the Hong Kong Hospital; 1480-1481, casebooks compiled in Hong Kong; 1489, a dummy copy of the first edition of the Journal of Tropical Medicine and Hygiene, founded by Cantlie; and 1499, a collection of questionnaire responses relating to the life history of Eurasian "half-castes" in which Cantlie is one of many respondents drawn from the western fringes of the Pacific (China, Japan, Australia and New Zealand). Some loose papers, which came to the Museum in 1934, are of unknown provenance, while Sir James Caird presented a signal book in 1933. A further collection of papers was purchased, covering the period 1812 to 1814 and includes letters, mainly received by Hallowell, and his out-letter drafts. There are a number of documents relating to the Peninsular War, in particular to the siege of Tarragona, 1813, and also a small collection of letters from Sir Edward Codrington (q.v.), 1827 to 1828.

The collection primarily consists of papers from various groups and committees Carlton and her predecessors were involved with, particularly the Labour Party Home Policy sub-committees relating to local government, which the Local Government Officer was Secretary of. These were the Local Government Sub-Committee (papers from 1959-1960 and 1963-1964), the Regional and Local Government Advisory Committee (papers from 1965-1970), and the Regional and Local Government Sub-Committee (papers from 1970-1971). Carlton was also Secretary for the Association of Municipal Corporations Labour Group (papers from 1963-1973). Other papers relate to a Study Group on the Maud Report on the Management of Local Government (papers from 1964 and 1967), the Association of Education Committees and its future (papers from 1973-1974), and the reorganisation of local authority associations (papers from 1973).
