Reginald Earle Welby, 1832-1915, was educated at Eton and Trinity College, Cambridge. He entered the Treasury in 1856, becoming Assistant Financial Secretary of the Treasury in 1880, Auditor of the Civil List in 1881, and Permanent Secretary of the Treasury, 1885-1894. He was also a commissioner of the 1851 Exhibition, and Chairman of London County Council in 1900.

Reginald Earle Welby, 1832-1915, was educated at Eton and Trinity College, Cambridge. Papers of George Arbuthnot concerning currency, as edited by V D[elves?] B[roughton?]; Papers of Lord Welby concerning the organisation of Government departments, gold coinage, Indian currency, bimetallism, coinage, and the Bank of England; Lord Welby's correspondence; and a compendium of information on British administration in the mid 19th century.
The collection is arranged in 10 volumes:
- Papers of Mr Arbuthnot on currency, 1827-1878.
- Papers of Lord Welby on the organisation of Government departments, 1852-1860.
- Papers of Lord Welby on gold coinage etc, 1844-1907.
