The Women's Industrial Council was set up following a conference at Holborn Town Hall in November 1894, and merged with the Women's Trade Union Association, which Clementina Black had helped to form five years earlier. The Women's Industrial Council was incorporated as a non-profit-making organisation in 1910. Its main activities involved making investigations into women's work in order to improve their industrial conditions; monitoring parliamentary reports and legislation; educating industrial workers; work in the fields of unemployment and retraining; the publication of various reports and pamphlets, and the journal 'Women's Industrial News'; and reporting breaches of Factory and Public Health Acts.

This collection is arranged in 6 boxes:
A. Correspondence, papers and miscellaneous items, including material on the incorporation of the Council, 1910-1911.
B. Trade Union rule books and related correspondence (survey), c1895-1896, and correspondence about other WIC surveys, including the employment of teachers in hospitals (1902), women admitted to workhouses (1895-1896), schools (1900-1901), women's trades and conditions (c 1906?), c1895-1906.
C. Correspondence and papers mostly concerning WIC Education Committee (c1900-1905), and Lipton correspondence (1901-1902), 1900-1905.
D. Miscellaneous papers and correspondence and printed material, including material on other organisations, 1895-1910.
E. Correspondence and Papers, particularly concerning technical education, c1897-1901.
F. Home work survey, undated.
