Note on the Quarter Sessions records: Although Westminster has fewer surviving records than Middlesex, the City's sessions would have produced similar records to those of the County, but they would have been smaller in quantity, and have included less administrative material. Also, as with all Quarter Sessions records, "seeing that the Custos Rotulorum was a private gentleman or nobleman and the Clerk of the Peace an attorney with a private practice it is likely that many county records were (if not lost or destroyed) handed down to their families or their professional successors" and many may still remain to be found in private hands (Emmison and Gray, County Records, 1987). Those records that have survived are often difficult to read or understand because of the handwriting, use of Latin (until 1733), or legal jargon and abbreviations; although standardised legal formats were used and printed pro formas introduced by the nineteenth century.

For the Middlesex and Westminster records there may also be confusion over the records' arrangement resulting from the attempts at classification by previous generations of archivists which have left many records split up into unnatural groupings. Originally they would not have been sorted into any cohesive arrangement. These were records that were "kept for administrative convenience rather than as sources for future generations" (G. Jones, Quarter Sessions records in the Leicestershire Record Office).

Because of this overlapping between many classes of record, any study of the Westminster records should include consultation of those for Middlesex. There was in any case a lot of co-operation between the two courts during the period covered by the records. Judicial (Gaol Delivery Sessions for example) and administrative functions were shared, as were court personnel (including justices). Westminster prisoners could elect to be tried at the Middlesex sessions, as these were held more frequently than their own.

The sessions records are a very useful source for family history, studying trends in law and order, and the life of the City and its inhabitants over a relatively long period of time. The capital was an area with high levels of crime, the natural place for riot and conspiracy, and attracted a wide variety of people from the whole country and abroad. The main record of proceedings at the sessions will be found in the sessions rolls (MJ/SR and the uncatalogued WJ/SR - index in WJ/CB); the (partially uncatalogued) sessions books (WJ/SB, MJ/SB); and the (partially uncatalogued) sessions papers (WJ/SP, MJ/SP). City administrative work is in the records of the County Day sessions (WJ/O), and for one particular type, in the records of the street surveyors (WJ/SS). Records of judicial procedure are in the records of court fines (WJ/E), writs to summon juries (WJ/W), and the trial process (WJ/Y); Lists of prisoners made at various times during the trial process are in WJ/CC and WJ/CP.

These papers include letters of complaint and petitions from the public, planning approvals and refusals for new buildings, roads and sewers, correspondence from other Vestries, copies of Accounts, lists of Board members, copies of Reports from Board Inspectors, copies of Bills of Parliament and many other administrative papers. There are numerous papers regarding the expansion of the railways and the introduction and expansion of the tramways.

Nine licences and six draft licences to beg within the county of Norfolk, 1583-1593, especially within the hundreds of Blofelde [Blofield], Tunstede [Tunstead], Happinge [Happing], East and West Flegge [East and West Flegg], Walsham, Loddon, Clavering, Taverham, and in the towns of Wilton, Potter Heigham, Horsford and Horsham St. Faithes [Horsham St. Faiths], Ludham, Cromer alias Shipdom [Shipden], Hofton St. John [Hoveton St. John], Cattfield [Catfield], Hickling and Hemlingtonne [Hemblington]. Most of the originals include the signature of Edmund Scambler, Bishop of Norwich, though other signatories include Sir William Paston, Sir Thomas Berney, Miles Corlett, John Pagrave, William Blenerhayset [Blennerhassett], William Hogdon and Henry Gaudy [Gawdy]; most of the seals are wanting.
On the dorse of item 7 is a cancelled licence of 21 Nov 1591, by Edmund Scambler, Bishop of Norwich, and Sir William Paston, to Edward Chaundeler of Barton, Norfolk, to keep an alehouse.

Petition, [1720?], to the justices of the peace for the West Riding of Yorkshire on behalf of Abraham Bean, a farmer of the parish of Cantley, near Doncaster, and signed by John Fox, Vicar of Cantley, Samuel Crabtree, William Morehouse and John Leetham, parishioners. The petition 'Sheweth That your Petitioner is an honest and labourious Person And hath maintain'd himself and family (since he had one) reputably on a Small Farm in This Parish...', and appeals for further aid - the Justices had granted £10 immediate relief the previous August at Rotherham. He had lost 16 head of 'Great Cattle' in the winter, and his house had been burned down. Both he and his wife had suffered from burns, and they and their two children had been forced to enter an alms house 'and are there now barely kept from starving by the Parish'. A note is added at the foot: '29 1. as Charity to be paid by the Treasurer'.

There is also some material relating to his personal life (1996-2005).

Records of particular interest are those relating to Michael Savory's mayoral year. There is a complete set of day files (CLA/081/A/03) documenting the events he attended; a large number of photographs (CLA/081/A/06) and files relating to his many visits, mostly overseas (CLA/A/04). The collection illustrates the preparation for the mayoral year and the planning involved in various activities and events (CLA/081/A/01). Press clippings (CLA/081/A/05) and the electronic records (CLA/081/A/07) illustrate the public side of the Lord Mayor.

The collection also includes aspects of Sir Michael's shrieval year and mainly contains a selection of day files (CLA/081B/02) illustrating events attended. Papers and correspondence relate to major events (CLA/B/01) like the presentation of the shrieval chain.
